No ... in that if the government wont collect on that debt. The only debts that the government will collect on is Taxes Owed(Federal/State), Student/Government loans in default and Child support. They wont get involved with a civil matter normally.

The only time I have seen Tax returns garnished to pay a credit card debt is when the return is done through a Tax Professional and the money is channeled through a bank after you receive a financial package like a RAL or IRAL. In such a case your tax return is seized by the funding bank (Household Bank or others) that funded the original advance portion of the return, for the purpose of settling part or whole of a debt owed to one of its affiliates. The banks in that case act like debt collectors. However in this case since the money is seized before it gets to the Tax Professional and you would end up owing the Tax Professional for the amount they would have deducted for preparing the tax return that you had the refund seized from.
